PERAN KOMITE SEKOLAH DALAM MENINGKATKAN MUTU PENDIDIKAN DI SDK SATAR TEU DESA SATAR PUNDA KECAMATAN LAMA LEDA MANGGARAI TIMUR

Penelitian ini dilakukan dengan tujuan untuk mengetahui bagaimana peran komite
sekolah dalam meningkatkan mutu pendidikan di SDK Satar Teu. Aspek yang diteliti
meliputi peran komite sekolah sebagai badan pemberi pertimbangan (advisory agency),
peran komite sekolah sebagai badan pendukung (supporting agency), peran komite
sekolah sebagai badan pengontrol (controling agency), dan peran komite sekolah
sebagai mediator atau penghubung.
Dalam melakukan penelitian ini, peneliti menggunakan metode kualitatif, jenis
penelitian kualitatif deskriptif dengan desain kualitatif kasuistik (study case). Adapun
teknik pengumpulan data yang digunakan dalam tulisan ini berupa wawancara,
observasi dan dokumentasi. Sumber datanya yaitu kepala sekolah, para guru SDK Satar
Teu dan perwakilan orang tua. Lokasi penelitian ini di SDK Satar Teu Desa Satar Punda
Manggarai Timur. Teknik analisis data mulai dari Reduksi data , data display dan
penarikan kesimpulan. Pengecekan keabsahan data penelitian ini menggunakan teknik
triangulasi sumber dan teknik.
Hasil penelitian menunjukkan bahwa komite sekolah di SDK Satar Teu belum
optimal dalam menjalankan fungsi dan peranya. Kepala dan komite sekolah kurang
menjalin kerjasama yang baik. Komite sekolah cendrung memberikan kepercayaan
kepada sekolah dalam melaksanakan program-program sekolah. Kepala sekolah dan
para guru SDK Satar Teu membenarkan hal ini berdasarkan hasil wawancara yang
dilakukan peneliti. Komite sekolah ada bila saat dibutuhkan . Komite sekolah masih
menganggap bahwa kepala sekolah dan para gurulah yang memegang kendali dalam
meningkatkan mutu pendidikan. Hal ini juga didukung berdasarkan hasil observasi dan
dokumentasi yang didapatkan penulis pada saat penelitian yang menunjukkan bahwa
komite sekolah SDK Satar Teu belum melaksanakan peran dan fungsinya dalam
meningkatkan mutu pendidikan di SDK Satar Teu.

This study has been conducted to find out a school committee's role in improving
educational quality in SDK Satar Teu. There are some roles that are played by the
committee: advisory agency, supporting agency, controlling agency, and mediator as
well. These are the fundamental aspects to improve the school quality.
Getting an analytic explanation, researcher uses qualitative methods, especially
takes a casuistic descriptive design (case study). Therefore, in relating to collect few
data, this research using interview, observation and documentation technique; those are
deepened from some respondents liketeachers in SDK Satar Teu and some parents as
the representatives. The location research is SDK Satar Teu, Satar Punda, East
Manggarai. Data analysis techniques are conducted in some procedures – reductiing,
displaying, and finally concluding the data. The last, checking of validity of research
data using triangulation techniques and engineering resources.
After following the above methodologies, researcher take a conclude that the
school committee of SDK Satar Teu are not carrying out their role and functions. The
school headmaster and the elite school committee have no cooperation each other. The
school committee tends to give credence to schools in implementing school programs.
The headmaster and teachers SDK Satar Teu as the respondents have admitted this
assumption when researcher interviewed them. The committee is functional when it is
needed. The stakeholders have a perception that the headmaster and teachers at school
are just controlling the quality of education. This is also supported by the results of
observation and documentation at the time that shows that the committee do not carry
out their roles and functions in improving the quality of education in SDK Satar Teu.
